RESTRUCTURING PIKINE IRREGULIER SUD
The urban restructuring of Pikine Irrégulier Sud (PIS) is part of the accompanying measures of the toll Highway Project (see restructuring project). It is designed to improve the living conditions of people in this densely populated urban area of Pikine by providing them with basic infrastructures and basic.
The restructuring program implemented for the entire area of the PIS consists of three components:
• Improvement of the rail network
It consists in carrying out primarily with the support of donors:
→ All sections extending the five crossing works on the highway: these sections help to minimize the cutting point constituted by the highway and facilitate the connections on both sides of the highway.
→ The sections that help to create significant ridges within the PIS: the selected sections help to create new major roads within the PIS area likely to open it up. This applies to the road that will go directly to Pikine Régulier Nord au the heart of Camp Thiaroye crossing both CA of Guinaw Rails or the road crossing Yeumbeul through.
→ The P1-P2 primary road connecting the interchange of Thiaroye to the north of Pikine and crossing the PTB lines: this is already the main road of this part of the town of Dakar and the construction of the interchange of Thiaroye and the new commercial complex justify such investments.
→ The sections serving the PTB stops are designed to improve the linkage between modes of travel.
All the sections serving the PTB stops are considered as priorities.
Although the funding of its implementation is not acquired yet, the program also provides for the release of right-of-way of most sections of the structuring tertiary network, which already significantly improves the network.
• Off-tracking equipment
The PIS area is often subject to recurrent floods which cause great harm to the people of the locality.
This strategy consists in completing the drainage structure at the level of the PIS put in place or planned by the Autonomous Road Works Agency (AATR), the PCRPE or the ONAS. Indeed, within the PIS, these actions only concern the western parties (retention basins/infiltration and STAP Guinaw rails north) and centre (STAP of the secondary road 123, STAP of Gouygui road and STAP of km 14). The PIS part records no intervention aimed at reducing the floods.
In addition, the north-east limit of PIS (Yembeul South) has two ponds which cause major floods during the rainy season. It has been mooted the treatment of these two points along with the eastern part of the PIS. Similarly, it is imperative to protect the PIS part located south of the highway of the rainwater from the north of the highway and which will be evacuated by waterworks.
• Structuring and community-based facilities
a) Selection criteria
In order not to limit the PIS restructuring program to only infrastructure, it has been decided to make structuring and community-based facilities which will promote the socio-economic development of PIS districts.
b) Planned facilities
The restructuring program advocates that the maximum of infrastructure of the centres of Waranka and Seven up are achieved in order to maintain an overall coherence of these centres (in terms of consistency of the space organization or architectural unit).
b-1 Waranka economic centre
It is located on the edge of the CA of Guinaw rails north and south, and will host, in a restricted area, various commercial facilities.
The facilities to be developed include:
- New Market of Waranka: It is planned to replace the Waranka Market and will be located at the site of the current market of Djiembe;
- Craft Market: with a projected capacity of 180 shops;
- House of the Tool: will be supported by the national program in charge of carrying out these facilities at the national level.
- Bus station: It is designed for a capacity of two lines of minibus (6 vehicles) and 15 urban taxis.
- Shopping centre: It will be in linkage with the new market of Waranka to ensure complementarity. It will carry out activities relating to the modern tertiary sector: mutual insurance companies, hairdressing salons, travel agencies, wear shops, cyber-cafés, duplication centre … A loan arrangement mobilizing private funds will be favoured.
- Library: It will be integrated into the current multi-purpose centre to be improved.
b- 2 Seven Up Centre
At the level of the PIS, it remains one of the only areas hosting sporting activities. Many young people from neighbouring districts practise their favourite sports every day.
The restructuring program intends to maintain the sporting activities by including them in a formal framework through the development of the sports centre of Seven up (soccer field, multi-sport platform, wrestling ring, sports complex with changing rooms and conference hall).
The centre will also host on a part of the bed:
- a toddlers’ hut: supported by the national program in charge of carrying out these facilities at national level;
- a social centre including a library;
- a primary school;
- a secondary school;
- a women’s house
B- 3 Camp Thiaroye Centre
It provides:
- a toddlers’ hut: supported by the national program in charge of carrying out these facilities at national level.
- Secondary school Double (for Thiaroye 1 Secondary School) because it helps to rebuild the institution on the highway's right-of-way.
- House of the tool: supported by the national program in charge of carrying out these facilities at national level.
- 18-classroom primary school;
- Health hut;
- Multi-sport complex;
- Multi-purpose socio-cultural centre.
